What are satellites? Is it possible not to play in a tournament for which a ticket was won in a satellite?

A satellite is a special tournament where the prizes are tickets to a more expensive (target) tournament. Cancellation of registration in the tournament, the ticket for which was won in a satellite, is not possible.
